Would You Report This Doctor? If So, On What Grounds?

A week ago my mom did something to her shoulder. She was on vacation and my aunt took her to the emergency room in Kansas City. The doctor there told her he thought it was a torn rotater cuff, but didn’t want to do an MRI because she was from out of town. He gave her a sling and a prescription for a muscle relaxant and pain killer.
Today my mom woke up (still in KC) and the pains was now in her other shoulder. Additionally she couldn’t swallow, even saliva, without sending her shoulder into muscle spasm.
When I picked her up at the airport, I asked her if she wanted to go to Urgent Care or the ER at the hospital. She said it really wasn’t an emergency, so we went to urgent care.
The nurse took her vitals and says the doctor will be right in. The doctor comes in and says “I’ve been going over your history, and I see you have rheumatoid arthritis. You need to see your rheumatologist; there’s nothing we can do for you”. He didn’t ask her anything about when or how the pain started, symptoms, anything! We were both floored. Every time she tried to explain why she was there, he kept saying “it’s a rheumatoid flare up and you need to see your rheumatologist”. He even went so far as to say that they are “just a walk-in clinic”, and they usually just treat coughs, colds and the occassional broken bones.
My mom basically wouldn’t leave until he did something. She said she had been in about a year ago with muscle spasms in her lower back and they had given her a shot. She had to ask him twice to please look it up and see if that is something he could give her. He finally relented and said that the shot might work again, so he gave it to her.
My husband is in school to be a nurse practitioner, so I called him after I took my mom home and got her settled in. When I told him what happened, he said it sounded like this guy was just lazy and didn’t want to deal with her.
I really think someone at the clinic should know about this, but I don’t know what to say so that it doesn’t sound like I’m just whining.
Do you think it would do any good to call or write a letter and report this guy? or should we just forget about it and hope we never have to deal with him again?
