While a 3.72 is good it is not good when you look at the program you want to get into. You will be competing against students with 4.0 GPA and who would have taken some College level courses at their local community college.
I am very familiar with a similar program at Rutgers University where one prospective student had already accumulated 30 college credits from various Colleges (no CC's) throughout DC, Boston and New Jersey during the summer months of his high school break.
While Rutgers and Howard are not the same I am sure the criteria for this program must be high.
Get a SAT tutor, drop one of your clubs or two and step up your academics. Take CC classes and see if your hospital will allow you to volunteer in a meaningful way.
Added info: I am not stating you have no chance. I have intimate knowledge of Rutgers not Howard. AP courses can be considered college credits but the school has wide discretion. I think you can take classes at your community college. Go speak to someone in the admissions of in person and find out. A lot of community colleges have programs for high school students.
