The state I live in, Oregon, requires me to obtain a CNA license before applying to nursing school. why?

Are they just trying to weed out people and discourage people? Do I actually have to put the CNA license in to practice once I obtain it? Also its not a very good thing if I just remain a CNA, right? I think they call it NAC (Nursing Assistant Certified), rather than CNA.
