Nrotc Question (please Answer If You’re Familiar With Nrotc)?

I’m interested in becoming a Navy Nurse, so I’ve been looking into the NROTC scholarship. I just received my SAT scores, and they are below the requirements. So now I am lost on what to do.
1. If I retake the SATs in October, will there be enough time to apply after I receive my scores?
2. If I don’t get the scores up to the requirements, would it be better to go to Community College and then transfer to a 4 year and try for the scholarship (2 year option then)? Or join the College Program if I’m admitted into a college with NROTC?
3. If I am admitted into a college with no NROTC program, is there a different type of program the Navy offers for Nurses?
The colleges I’m interested in are San Diego State, University of Arizona, and Grand Canyon University (which doesn’t have the NROTC program, but has a great nursing program). If it helps, I am an average student with a 3.3 GPA, will be a Senior in High School, and I volunteer at my local hospital and have over 150 hours (I’m still continuing). Thank you for the help!
