Background Check Question With Record Expunged?

I am trying to apply for a nursing program out of state, but the nursing licensing requires the applicant not to have a conviction. Their criteria says the following: “Even if you have been told a conviction has been expunged, sealed, dismissed, dropped, closed, etc., it may still show up on your fingerprint report.”
I do fall under the expunged criteria of fraud, and have made some calls, with results of people telling me that it is out of my state and federal record. how can i make sure it is not in my state or federal record and MOST important that it will not show on my fingerprint report and who are the right group of people to contact for this type of questions. I have called the state nursing law bureau and their answer is that most people are disqualified due to not being sure it has been completelly erased from state and federal record. Please help because am ready to move in two weeks to the state of nevada and i plan to attend college for the nursing program, which am ready to apply.
